Page Elements are the place where elements of your blog are on. Formerly, when Blogger uses the classic template, to insert the codes of widget, HTML, or anything else, we have to insert the codes directly into the HTML codes of the template. But now, with Page Elements, to insert the widgets or gadgets, or HTML codes is easier. Another advantage of using Page Elements is the possibility to move the widget/gadgets to any other position as we desire (just with a drag and drop).
Now follow these steps: Login → Design → Page Elements. Below is the screen-shot of one of Page Elements.
There, you will see several boxes, which are called the Elements. These elements will set the appearance of your blog. Those elements/boxes can be moved to other positions as you want. Just point your mouse to the desired element and then click and hold, drop it in any place you want the element displayed. This way is called Drag and Drop.
In addition, those elements can be removed if you think them useless or you also can add other elements if you want to insert any other widget or gadget to your blog. The first position of a new element will be on the top, but you can move it to any other position.
